In a bold move to protect the integrity of its democratic process, the United States has announced sweeping sanctions targeting organizations in Russia and Iran accused of attempting to meddle in the 2024 presidential election. The Treasury Department revealed on Tuesday that these groups employed sophisticated disinformation campaigns, leveraging artificial intelligence (AI) to amplify their influence and sow discord among American voters.

Russia’s Center for Geopolitical Expertise: A Hub for AI-Driven Disinformation

At the center of the sanctions is the Moscow-based Center for Geopolitical Expertise, a shadowy organization with deep ties to Russia’s Main Intelligence Directorate (GRU). According to the Treasury Department, the group developed and hosted its own AI tools on a private server to evade detection by foreign web-hosting services. This cutting-edge technology allowed them to generate disinformation at an unprecedented scale, spreading it across a sprawling network of at least 100 fake online news outlets.

The group’s tactics were both innovative and insidious. By using AI-generated content, they created fake news articles, manipulated videos, and disseminated misleading information designed to polarize voters and undermine confidence in the electoral process. One particularly egregious example involved the manipulation of a video to make baseless accusations against Tim Walz, the running mate of Vice President Kamala Harris. The doctored video, released in October, sought to tarnish Walz’s reputation and influence voter sentiment.

Adding to the complexity of their operation, the Center for Geopolitical Expertise funneled money through US-based companies to maintain its AI infrastructure. This financial strategy enabled the group to sustain its disinformation network and evade scrutiny for an extended period.

Iran’s Cognitive Design Production Center: A Prolonged Campaign of Election Interference

The sanctions also target the Cognitive Design Production Center, a subsidiary of Iran’s Islamic Revolutionary Guard Corps (IRGC). The Treasury Department alleges that this organization has been orchestrating election interference efforts since at least 2023. Their activities included cyberattacks, disinformation campaigns, and attempts to exploit social divisions within the United States.

In the weeks leading up to the 2024 election, the Department of Justice indicted several Iranian nationals accused of waging a cyberattack against the campaign of President-elect Donald Trump. These individuals reportedly sought to disrupt campaign operations and erode public trust in the electoral process. Concurrently, OpenAI, the creators of ChatGPT, disclosed that they had banned numerous accounts linked to an Iranian influence operation attempting to misuse their platform for disinformation purposes.

A Coordinated Attack on Democracy

“The Governments of Iran and Russia have targeted our election processes and institutions and sought to divide the American people through targeted disinformation campaigns,” said Bradley Smith, Acting Under Secretary of the Treasury for Terrorism and Financial Intelligence. “These actions represent a direct threat to our democracy and will not be tolerated.”

The Treasury’s sanctions aim to disrupt these malign activities by freezing the assets of the implicated organizations and individuals, barring them from accessing the US financial system, and imposing penalties on any entities that engage with them. By cutting off their financial lifelines, the US hopes to neutralize their ability to continue their operations.

The Role of AI in Modern Disinformation Campaigns

This latest development underscores the growing role of AI in global disinformation efforts. By automating the creation of fake news, AI enables bad actors to scale their operations with unprecedented speed and efficiency. The Center for Geopolitical Expertise’s use of AI tools to fabricate and disseminate content highlights the technological sophistication of modern election interference campaigns.

However, it also raises critical questions about the responsibility of technology companies and governments to safeguard against the misuse of AI. OpenAI’s proactive measures to ban accounts linked to disinformation efforts demonstrate the importance of industry vigilance. Yet, as these tools become more accessible, the challenge of countering AI-driven disinformation will only grow.

Looking Ahead: Strengthening Election Security

The sanctions are part of a broader effort by the US government to secure its elections against foreign interference. In addition to targeting the perpetrators, the US has been investing in cybersecurity, enhancing collaboration with private sector partners, and raising public awareness about the threat of disinformation.
